I am missing one item in NEW GAME PLUS. I have the full Tesham Mutna set in my normal savegame. Now I want to start a NEW GAME PLUS with the full set. I can transfer every item into my inventory and only the Tesham Mutna MASK is missing the rest is on me. I have tried both options: putting it on my face, save the game.
All what NG+ does is lettign you take over your Character Progress, your Gold, your Stash Content, resets your Gwent Cards and raises the quests to a higher required level, so that they can give you with your higher level again on next play through experience points again.
